No, you do not need to add a new UniFi admin for any additional sites that you may want to add to the MyPlace Service. You simply need to extend the privileges of the existing admin, to the new site.
That site will then become available to connect on the MyPlace Dashboard. This is assuming you already have one site using the MyPlace service on that controller. I spun up a new VM running Ubuntu I set up the usual items: apache, php, ssh, ufw, ftp access, etc. I also need to install curl so that the web server could communicate with the UniFi Controller which is running on a different server. The portal is created in PHP. Most of our retreat guest stay 3 to 7 days. When a guest is authorized they receive authorization for 7 days but this number is easily change in one location of the code.
There is also an option on the back-end to add specific devices to an "exemption" list such as for current staff. This way staff who join our team only have to agree to the terms once every year. So the basic user experience goes like this: The first time a user connects to the WiFi, they are presented with a page prompting them for their email address and two checkboxes.
One checkbox is for the user agreeing to our terms of service which are hidden by default. The other checkbox is to opt-in to our newsletter and discount emails. In regards to your question about the UniFi switches to get full isolation, no you do not need the UniFi switches, you can control this through the UniFi Controller and it all depends on how you configure the networks. I have setup a ton of these networks and in some we use the UniFi switches and in some networks we use the existing switches.
As far as your running as a service issue, which it sounds like you may have fixed. I used to run the windows version which required you to log in and launch the java app everytime. I switched to the Ubuntu server version which runs all the time by default.

And so begins the foray into WiFi data capture and the unique experience that is captive portals and the captive network assistant. The Captive network assistant, also known as the captive portal assistant or simply WiFi popup or overlay is a limited browser function that opens on most mobile devices when they detect that they are in a captive portal environment.
The reasoning behind this is that it helps users navigate any potential captive portal process. If the captive network assistant or CNA is not present then the user would have to open a browser and trigger the captive portal manually. The automated CNA just makes the entire process of getting online easier for the user when a captive portal is present. It is very much determined on the client side and the OS that the client is running. There is really only one action that can be taken on the UniFi controller to somewhat interject on this process.
